Instead of who can do this, ask who should learn to do this.
The questions you ask determine the team you build. “Who’s qualified?” keeps handing work to already-capable people. “Who’s ready for this stretch?” identifies development opportunities. “Who has time?” focuses on bandwidth. “Who needs this experience?” focuses on growth. Change your questions, change your delegation pattern, change your team’s trajectory.
